Your options are to go see the charcoal kiln or the gatehouse on the East half of Route 2 and talk to the Scientist. HM01 is only obtainable after getting two badges. You can get this from either Sprout Tower on the first floor of the Scientist hiding in the pokecenter outside Rock Tunnel on Route This makes sense since it lights caves up, I guess. It is only obtainable after getting one badge.
